This document provides information on biofouling risks pertaining to climate change, food security and cultural loss, marine environmental pollution, including underwater radiated noise and biodiversity loss. Recommendations are provided for how the legally binding framework for the control and management of ships' biofouling can ensure co-benefits to address multiple goals while upholding commitments to international law and other international agreements.
